Toronto City Council voted to increase councillors’ salaries by 24 per cent, from $137,537 to $170,588 in 2025. Of the 23 councillors present, 15 voted in favour.

The increase includes base pay, bonuses, travel and committee allowances, and a 2.81 per cent inflation premium. The total cost to the city is $956,816.

The increase is based on a report by Human Resources and outside consultant Korn Ferry. According to the analysis, Toronto councillors are paid the least per voter among 10 major Canadian cities. By comparison, Calgary’s 2024 salary is $130,155, Ottawa’s is $119,517, and Mississauga’s is $173,117.

The goal is to bring the city's pay to the 75th percentile of other cities. The last time that ratio was in effect was in 2006, but it was later replaced by annual inflation adjustments, which have not always been applied.

Mayor Olivia Chow called the increase "drastic" given the economy, but said it was up to the council to decide. She makes $225,304 a year.

There are 26 council members, including the mayor. and two councilors were absent from the vote.
