Olivia Chow was elected Mayor of Toronto on June 26, thus becoming the first woman and the first member of a visible minority to lead the city since the GTA merged. Chow's campaign was based on promises to build new social housing and strengthen tenant protections, as well as new taxes on the sale of multi-million dollar homes. She promised to reverse cuts to transportation services, extend library hours, and expand mental health crisis teams. Chow vowed not to use the province's "strong mayor" powers and criticized Ford's proposal to move the Ontario Science Center to Ontario Place. After winning the election, Chow expressed her willingness to cooperate with Ford. The new mayor also said she would save the city hundreds of millions of dollars by turning the eastern end of the Gardiner Expressway into a boulevard instead of rehabilitating the highway.
